Each substance is perfectly suitable to act as a weight, but each has their perks and downfalls. Water is cheap and easily transported. However, sand is a safer weight because it is a solid and not a liquid. Look at the pros and cons of both substances and decide which is right for you and your family.

When setting up a portable basketball hoop, the first concern must be safety. All portable hoops have a weight limit. This limit restricts who can play and dunk on each particular hoop. Portable hoops are not as sturdy as in-ground goals. Portable hoops can shift and move and even fall down if too much weight is applied. Sand is a substance that is solid in form. It's weight will not shift as much as water would. Being a liquid, water adheres to the form of whatever it is enclosed in. Water can shift and flow in waves, allowing the weight in the base of your goal to shift from the front to the back or even side to side, depending on where pressure is coming from.

Accessibility
If you do not live on a beach, you will to have to purchase your sand at a store. Bags of sand usually come in 30- and 50-pound increments. These bags are heavy and should not be lifted by people with bad legs or backs. On the other hand, water is easily accessible. Just attach your hose to your outside or inside faucet and place the other end in your goal's base.

Price
Filling your portable goal with sand can be expensive. Fifty-pound sand bags range in cost between $10 and $20 each. To adequately fill a portable hoop's base, you might need five to 10 50-pound bags. Water is relatively cheap. Filling your goal with water might add an extra dollar or two to you water bill. However, if you fill and refill your hoop with water often, the cost can add up.

Availability
