Facebook allows -- and encourages -- users to report profiles that are inappropriate, offensive or otherwise in violation of the site's Terms of Service. Reporting a profile isn't something you should do hastily, as reporting a profile that doesn't violate these terms reflects negatively on your account. Report any other Facebook user, regardless of whether the two of your are friends, so long as she hasn't blocked you from viewing her profile.
