International Registration Plan

The IRP, or international registration plan, is a one time, all-inclusive truck fleet registration plan that allows legal operation across multiple states and jurisdictions. This plan works as an agreement between the 48 contiguous U.S. states, District of Columbia, and Canadian provinces to allow trucking across jurisdictions and make sure registration fees are paid to each jurisdiction. Registering for the IRP is necessary to conduct routine business across jurisdictions and can be quite an overwhelming task.

IRP is a one-time registration that must be renewed by March 31 each year within the base state of operation. First time applicants must prove their address within the base state with utility bills and provide proof of ownership of their vehicles with a title. During registration, carriers will add the jurisdictions in which they plan to operate. Each vehicle registered under a carrier's IRP will receive a cab card that lists each registered jurisdiction and the weight requirements. The vehicles will also be provided with "Apportioned" license plates that prove the vehicles are registered and that each jurisdiction on their plan is receiving the proper registration fees. For fleets that want to start immediately after registration, there are 45 day permits available that can be used until the proper paperwork and plates are received.

There are some criteria that all vehicles must meet to be eligible for IRP registration. The first requirement is that registered vehicles must regularly operate across at least two different jurisdictions. The vehicles registered also have to meet certain weight and axle requirements to qualify. IRP registration is open to power units with three axles or two axles with a gross weight exceeding 26,000 pounds. Vehicles used in combination with a gross weight above 26,000 pounds also qualify for IRP registration. All IRP registered vehicles are allowed to have a maximum gross weight of up to 80,000 pounds.

Registering for the international registration plan and gathering all the necessary paperwork to do so can be an arduous task. There are companies that offer truck driver services and help carriers register their fleets under the IRP. These companies will make sure that all the necessary paper work is in order to keep a fleet operating legally. It is important for all carriers to be aware of IRP guidelines and restrictions as well as the legality of their fleets.
